From the text...'The rapid expansion of irrigated agriculture in North Carolina must be guided by a sound understanding of the natural conditions that determine the need for irrigation. in our state, these conditions largely determine if capital invested in irrigation will return profits for a particular crop, soil, and location. By conducting irrigation experiments the agricultural researcher can determine ideal soil moisture conditions and find out if crops respond profitably to the maintenance of these conditions. Further, he can conclude which management practices are best under conditions of irrigated crop production. Finally, by applying engineering rules he can design a system with which to obtain and distribute water with maximum efficiency.'
