The state of California recently released Title 17 "Smoke Management Guidelines for Agricultural and Prescribed Burning”. The objective of Title 17 are to provide an increased opportunity for burning, to develop a statewide smoke management network, to minimize smoke and health impacts on the public, and to comply with the EPA*s Interim Air/Smoke Policy. Each of 35 Air Pollution Control Districts (APCDs) in the state must develop Smoke Management Programs in compliance with Title 17. Wildland burners must prepare Smoke Management Plans and have authorization from the APCDs. At present, the public nuisance rule can affect the burn program. A well-planned project that is in compliance with Title 17 may be shut down through negative public response. Plans for burning projects will need to consider alternatives to burning and provide for monitoring to evaluate the effects of smoke on communities. The authors have looked at Title 17 requirements and its objectives and are recommending that various Task Force Groups be established to implement prescribed burn programs.
