From the text...'The purpose of this document is to provide technical information on prescribed burning. It does so in two ways. One, it provides background information useful in determining reasonably available control measures (RACM) and best available control measures (BACM) for prescribed burning as required under section 190 of the Clean Air Act (Act) as Amended in 1990. Two, it provides guidance on effective implementation strategies for each component of a smoke management program available for the development of BACM strategies for prescribed burning in areas that are designated serious nonattainment for PM-10 (particles with an aerodynamic diameter less than or equal to a nominal 10 micrometers). The information is needed by States to develop control strategies for their serious PM-10 nonattainment area State implementation plan (SIP) submittals.'
