This annual report contains a summary of the objectives, design, protocol, results to date (2001-2003), and preliminary adaptive management implications. The design is based upon collection of data before and after prescribed fire or mechanical application treatments.

Objectives: 1) Interagency coordination on monitoring, 2) Establishment of baseline data for planning, 3) Comparison of various methods, 4) Estimates of cost and time to derive results, 5) Evaluation of feasibility and utiility of pooling data across the region.

Products: Information on the prescribed fire and fuel treatment monitoring program is presented in two written volumes and a website (under development). The digital media (website) will contains photographs, individual plot data and interactive maps. Volume I represents an overview of the design and a summary of results. This document represents a detailed report (Volume II) and includes the overall design (Chapter II) and protocol description (Appendix A), preliminary 2 results and work accomplished in 2001-2003 (Chapter III), and adaptive management implications including statistical results tables (Chapter IV).Information on the prescribed fire and fuel treatment monitoring program is presented in two written volumes and a website (under development).
