Consulting foresters are described as a growing force representing the best potential for expanded use of prescribed fire on private nonindustrial forestlands. Recognition by consultants and others of the true costs of prescribed burning is advocated as well as State policies to encourage the private sector, training and education in fire and smoke management and consideration of certification for prescribed burners.
