From the text ... 'Agency planning processes are critical to determining when and where fire is used as a management tool, not only management-ignited fire, but prescribed natural fire as well. Fire use must be linked to program management objectives, not just to arbitrary thoughts or decisions to put fire on the landscape or to allow fires to burn.'
