The state analysis was accomplished by combining the cost plus net value changes from the thirteen districts and using the total state presuppression budget as the base budget. The analysis indicated that the state presuppression budget should be increased by 22.7Z or $1,714,456 annually. It also demonstrated that if the presuppression expenditures were increased $1,714.456, fire losses would be reduced by $11,507,516 to $3,155,631 annually for a cost—benefit ratio of 1 to 4.87. The average statewide timber damages were $237.50 per acre. The Fire Management Analysis information was used to justify the 1984 legislative fire protection budget request. Based on the analysis justification, the legislature funded seven tractor plow units, seven pickup trucks, three Cessna 185 patrol planes, eight forest fire equipment operator positions, five assistant county ranger positions, two mechanic positions, and eight temporary fire crewman positions for a total of $1,879,344. The analysis information will be used again in 1986 to justify a similar legislative request. Information from the analysis has also been used to support special bills for funding of single tractor—plow units and additional fire protection personnel. Per acre fire damage figures were used to compute fire losses resulting from the 1985 disasterous fire season. Fire losses were in excess of $35,000,000 for timber damages alone.
